Passaris Demands Probe as Woman Alleges Indecent Act by Nicco Movers Driver

Nairobi Woman Representative Esther Passaris has called for urgent investigations into fresh allegations of sexual misconduct involving a Nicco Movers Ltd vehicle, intensifying scrutiny on the public transport operator already facing safety concerns.


In a social media statement on Wednesday, July 15, Passaris said she was “deeply disturbed” by claims that a female passenger was subjected to an indecent act by a driver while onboard bus registration KDS 195S. 


The legislator noted that, if proven, the alleged conduct could amount to an offence under Kenya’s Sexual Offences Act.


“A female passenger has alleged that she was subjected to an indecent act by the driver while on board. This is conduct that, if established, may amount to an offence under the Sexual Offences Act,” Passaris said.


The lawmaker further raised concern over claims that the victim did not receive support after reporting the matter to the company. 


According to Passaris, the passenger was allegedly met with victim-blaming instead of assistance, a response she strongly condemned.


“What is equally concerning is the allegation that when she reported the matter to NICCO Movers Ltd, she was met with victim-blaming instead of support,” she said.


Drawing from her advocacy during the #MyDressMyChoice campaign, Passaris emphasised that accountability in such cases must rest solely with the alleged perpetrator. 


“Sexual misconduct is never about what a woman is wearing. Responsibility always lies with the alleged perpetrator, not the victim,” she added.


She has now urged the Directorate of Criminal Investigations (DCI) to move swiftly and independently verify the claims. 


“I call upon the DCI to urgently investigate these allegations and, if any offences are established, take the necessary legal action,” Passaris stated.


The MP also called on Nicco Movers Ltd to fully cooperate with investigators and prioritise passenger safety amid growing public concern. 


“I also urge NICCO Movers Ltd to cooperate fully with the investigation and ensure the safety of all passengers,” she said.


Addressing the complainant directly, Passaris expressed sympathy, saying, “To the lady who shared her experience, I am truly sorry for what you allegedly went through. Every person deserves to travel in safety and dignity.”


The allegations, which remain unverified by authorities, come weeks after a separate fatal incident linked to the Sacco triggered regulatory action and nationwide debate over safety standards in Kenya’s matatu sector
