Top Police Bosses Locked in Bitter Row Over Control and Resources

A deepening power struggle between senior police leadership and civilian oversight authorities has disrupted critical operations within Kenya’s security sector, raising fresh concerns over preparedness ahead of the 2027 General Election.


According to the Daily Nation publication of Monday, June 22, the standoff involves top officials within the National Police Service (NPS) and the National Police Service Commission (NPSC). 


The dispute, described as prolonged and unresolved, has reportedly stalled essential human resource functions, including promotions and transfers, leaving officers in uncertainty and affecting morale across the ranks.


At the centre of the conflict are disagreements over control and authority, particularly on who holds the mandate to manage appointments, discipline, and deployment within the police service. 


The wrangles have also extended to budgetary oversight, with disputes emerging over financial control linked to police payroll and operations.


The situation has escalated into legal battles, further complicating efforts to resolve the impasse. 


A recent court order reportedly suspended aspects of the commission’s powers, intensifying tensions between the two sides. 


This legal dimension has not only slowed decision-making but also created institutional paralysis in key departments.


Security analysts warn that the ongoing stalemate could have far-reaching implications if not urgently addressed. 


With the country gradually entering a politically sensitive period ahead of the next general election, any disruption within the police command structure could undermine national security coordination and response capabilities.


The publication further highlights concerns that the wrangles may weaken internal discipline and operational efficiency within the service. 


Delayed promotions and unresolved administrative matters have reportedly led to frustration among officers, potentially affecting performance on the ground.
