The Director of Public Prosecutions (DPP) has approved criminal charges against former Sports Principal Secretary Peter Kirimi Kaberia and nine other individuals over the alleged misappropriation of KSh330 million allocated for Kenya’s preparations to host the 2018 Africa Nations Championship (CHAN).
In a press statement dated September 7, 2026, the Office of the Director of Public Prosecutions (ODPP) said the decision followed investigations conducted by the Ethics and Anti-Corruption Commission (EACC).
The EACC inquiry file was submitted to the ODPP for review, with prosecutors conducting what they described as an independent assessment of the evidence.
“Upon an independent and thorough evaluation of the evidence, the DPP has determined that sufficient grounds exist to prosecute the suspects and the companies involved,” the ODPP said.
Kaberia, who previously served as Principal Secretary in the Ministry of Sports, is among five former government officials facing prosecution over the alleged financial irregularities.
The other officials named are Stephen Njoroge Muthuma, former Senior Principal Finance Officer in the Ministry of Sports; Harun Chebet Komen, former Director of Administration; Enock Ondwari Onditi, former Principal Accountant; and John Kiende Ruga, former Senior Superintendent Engineer.
Five businessmen have also been listed as suspects. They are Marcos Gonzalez Puente, Director of Auditel Kenya; Samuel Mbaa Njoroge of Taxwise Consulting Limited; Kitheka Muema of Restea Enterprises Limited; Anthony Mwangi Kimanthi of Lease Pride Limited; and Ephraim Kinyua Muchangi of Leasepath Limited.
The DPP has further approved charges against six companies allegedly connected to the transactions under investigation. They include Auditel Kenya, Taxwise Consulting Limited, Restea Enterprises Limited, Lease Pride Limited, Leasepath Limited and Liroma Assurance.
The suspects and companies are expected to face several charges, including abuse of office, unlawful acquisition of public property, failure to comply with procurement laws, acquisition of proceeds of crime and financial misconduct.
“The charges arise from investigations conducted by the Ethics and Anti-Corruption Commission (EACC), whose inquiry file was submitted to the ODPP for review and guidance,” the statement said.
The case relates to funds allocated for Kenya’s preparations to host the 2018 CHAN tournament, which was ultimately moved from Kenya after the country was deemed unprepared to stage the competition.
The ODPP said the prosecution forms part of its broader mandate to protect public resources and strengthen accountability in public affairs.
“The ODPP reaffirms its unwavering commitment to upholding the rule of law, safeguarding public resources, promoting integrity, and ensuring accountability in the management of public affairs,” the statement added.
The approval of the charges paves the way for the suspects to be presented before court. The allegations remain unproven, and all the accused persons are presumed innocent until proven guilty by a court of law.
