President William Ruto is facing mounting scrutiny following his latest remarks on fully funding university education, with fresh details revealing policy uncertainty and a significant financing gap.
According to the Daily Nation publication of Thursday, July 23, the President pledged to review the current higher education funding model introduced in 2022 and replace it with a system that guarantees funding for all students placed in universities and colleges.
Ruto indicated that under the proposed changes, every student who qualifies for higher education would receive full financial support, regardless of their household income.
“Going forward, any student… will get full funding for their higher education,” the President stated, while urging Parliament to fast-track amendments to the Higher Education Loans Board (HELB) Act.
However, the announcement has triggered questions within government and among education stakeholders over what “full funding” actually entails.
Officials have reportedly sought to downplay interpretations suggesting free university education, instead pointing to a structure that may still combine loans and bursaries rather than outright state sponsorship.
At the centre of the debate is the financial sustainability of the proposal.
Data highlighted in the publication shows that while the government has allocated Sh56.71 billion toward student funding, the actual requirement stands at Sh114.36 billion, leaving a deficit of over Sh57 billion.
This funding gap raises concerns about whether the State can realistically meet the cost of fully supporting all learners without placing additional pressure on taxpayers or public debt.
The President’s remarks also appear to signal a departure from the student-centred funding model, which categorises learners based on financial need. Critics argue that scrapping the model could remove targeted support mechanisms designed to prioritise vulnerable students.
