Ruto Promises Job Upgrade for MCAs, Backing D4 to E2 Reclassification

President William Ruto on Thursday, February 19, emphasized the critical role of Members of County Assemblies (MCAs) in Kenya’s development during the annual County Assemblies Forum.


Speaking to the MCAs, President Ruto described them as “indispensable partners” and a vital link between the aspirations of Kenyans and national policies. 


He highlighted their responsibilities in driving devolution and ensuring that local needs inform national development strategies.


President Ruto outlined the government’s bold vision for the Republic, anchored on unity of purpose, fiscal responsibility, and accelerated socio-economic progress. 


He urged MCAs to stand firmly behind the proposed National Infrastructure Fund, describing it as a strategic vehicle to mobilize sustainable financing for transformative projects, including roads, airports, dams, irrigation schemes, and electricity connectivity.


Addressing concerns over remuneration, the President assured MCAs of full support for the Salaries Remuneration Commission’s recommendation to reclassify their job groups from D4 to E2. 


“This reclassification recognises the weight of your responsibilities and the pivotal role you play in strengthening devolution,” he said.


President Ruto further reaffirmed the government’s commitment to backing the County Assemblies Pension Scheme Bill and the Ward Development Fund, both currently before the National Assembly. 


He stressed that these initiatives aim to enhance welfare for MCAs while supporting development at the grassroots level.


By focusing on infrastructure, fair remuneration, and legislative support, President Ruto underscored his administration’s intent to empower county representatives as key partners in implementing national development priorities.


The address concluded with a call for MCAs to actively engage with these initiatives, ensuring that county assemblies continue to play a central role in Kenya’s socio-economic transformation.
