Mombasa Approves 2026 Fiscal Strategy, Hires 60 Nurses to Boost Coast General Services

The Mombasa County Government has approved key fiscal policy frameworks aimed at strengthening financial discipline and improving healthcare services, following a cabinet meeting chaired by Governor Abdulswamad Nassir at the Coast General Teaching and Referral Hospital.


During the 22nd meeting of the County Executive Committee, members approved the Mombasa County Fiscal Strategy Paper 2026 and the Mombasa County Debt Management Paper 2026. 


The documents outline the county’s financial roadmap, focusing on prudent spending, sustainable borrowing, and prioritizing investments that directly improve service delivery. 


Nassir said the frameworks reinforce the county’s commitment to responsible public finance management while ensuring development spending benefits residents.


The governor highlighted the county’s significant investment in Coast General, revealing that the devolved unit subsidizes the hospital’s operations by approximately KSh 1 billion annually. 


In addition, the facility is authorized to retain and utilize all revenue collected from patient fees.


He emphasized that the level of public funding must translate into better healthcare outcomes, improved efficiency, and enhanced patient experience.


To improve service delivery, Nassir is implementing an executive order removing satellite hospitals from Coast General’s management structure. He said the restructuring has already freed critical resources.


As an immediate result, the county will recruit 60 additional nurses next week to strengthen frontline services and reduce patient waiting times.


The reforms come amid growing pressure on county health facilities to deliver quality care while managing rising patient numbers and operational costs. County officials say the financial and structural changes are intended to ensure sustainability and improved healthcare access for Mombasa residents.
