Nairobi Woman Representative Esther Passaris has congratulated Dr. Monica Kathina Juma following her swearing-in at the United Nations, describing her elevation as a defining moment for Kenya and the African continent.

In a statement shared on Saturday, Passaris lauded Dr. Juma’s appointment as the Executive Director of the United Nations Office on Drugs and Crime (UNODC) and Director-General of the United Nations Office at Vienna (UNOV), noting that the development reflects years of disciplined public service and professional excellence.

“Congratulations, Dr. Monica Juma_, on your swearing-in as Executive Director of the United Nations Office on Drugs and Crime (UNODC) and Director-General of the United Nations Office at Vienna,” Passaris said.

She emphasized that taking the oath before the UN Secretary-General is not only a personal achievement but also a symbolic victory for Kenya and Africa’s growing influence in global governance structures.

“Taking your oath before the Secretary-General of the United Nations is not only a personal milestone but also a proud moment for Kenya and Africa,” she added.

Dr. Juma officially assumed her role at UNODC and UNOV earlier this week at the UN Headquarters in New York, where she pledged to uphold the principles of the UN Charter while strengthening international cooperation in tackling transnational crime, drug trafficking, corruption, cybercrime, and illicit financial flows.

Passaris highlighted Dr. Juma’s long-standing career in public service, describing it as one anchored in integrity, intellectual strength, and dedication to national and global responsibilities.

“Your journey has been defined by excellence, integrity, intellect, and unwavering dedication to public service,” she said.

She further noted that Dr. Juma’s appointment comes at a time when global institutions are grappling with complex security and justice challenges that require strong and principled leadership.

“As you assume this critical global responsibility, you carry with you the hopes of many who believe in justice, multilateral cooperation, and the transformative power of principled leadership,” Passaris stated.

The Nairobi legislator expressed confidence that Dr. Juma’s experience in diplomacy, defence, and foreign affairs will significantly shape the direction of the UN’s anti-crime and governance agenda.

“I have no doubt that your experience, wisdom, and commitment to humanity will leave an indelible mark on the international stage,” she said.

She concluded by wishing Dr. Juma strength and guidance as she takes on her new responsibilities, adding that her leadership will contribute to building a safer and more just world.

“May you be guided by strength, courage, and grace as you lead efforts to build a safer, fairer, and more just world. Kenya is proud of you,” Passaris said.

Dr. Juma’s appointment is widely seen as a significant diplomatic milestone for Kenya, further strengthening the country’s representation in senior positions within the United Nations system.
