Machakos Governor Wavinya Ndeti has announced a landmark partnership between the County Government of Machakos and the National Government through the Ministry of Education to streamline the issuance of bursaries and scholarships.
The move, formalized under an Intergovernmental Partnership Agreement signed on 9th February 2026, was gazetted on 19th February and is expected to transform education access across the county.
Under the agreement, the two governments will collaborate to promote transparency and accountability in the management of bursaries and scholarships, ensure equitable access to educational resources, and enhance coordination in service delivery.
The initiative covers learners at all levels, including primary, secondary, tertiary, university, and special education institutions, signaling a commitment to inclusivity.
Governor Ndeti emphasized the importance of removing financial barriers that prevent children from attending school.
“Education is a fundamental right, and through this partnership, we will continue to open doors of opportunity and secure a brighter future for every learner in Machakos County,” she said. She reaffirmed her administration’s pledge to ensure no child misses school due to lack of financial support.
The agreement aligns with key provisions in the Constitution of Kenya, the County Governments Act of 2012, and the Intergovernmental Relations Act.
Specifically, it draws on Article 189 of the Constitution, sections 6, 34, and 36 of the County Governments Act, and section 26 of the Intergovernmental Relations Act, which provide the legal framework for county–national government collaboration.
According to the gazette notice, the partnership will focus on promoting resource sharing between county and national education institutions, enhancing cooperation in bursary issuance, and fostering accountability in the allocation of funds.
Copies of the agreement are available for public inspection at both the Ministry of Education offices in Nairobi and the Machakos County Headquarters, ensuring transparency and public oversight.
