Frank Rawlings Abuto presents himself as a leader shaped by experience, resilience, and consistent public trust. 


His leadership journey began early, serving as a student leader in primary school, and matured during his time at Multimedia University of Kenya, where he earned campus-wide recognition after being crowned Mr. Multimedia University. 


He remained actively involved in student politics, serving in various political camps, including leadership roles as chair, and emerged victorious in every election he contested — a record he cites as evidence of his ability to mobilize support and represent diverse interests.


Drawing from these formative experiences, Abuto now seeks to extend his leadership to the wider community through his bid for Upper Savanna Ward MCA seat in 2027. 


In this interview, he reflects on his leadership background, lessons from campus governance, and how he intends to translate those experiences into responsive and accountable representation for residents. 


Q1: Why have you decided to run for MCA in Upper Savanna Ward?


A1: I am running to serve the people of Upper Savanna by ensuring their voices are heard, public resources are protected, and development initiatives are implemented effectively. My goal is to improve daily life here without exaggeration, false promises, or blaming others for existing challenges.


Q2: What are the key priorities in your manifesto?


A2: My manifesto focuses on ten key areas: representation and accountability, security, health, education, drainage and environment, water access, women empowerment, youth economic opportunities, communication and emergency support, and talent and sports development. Each area is designed to address critical needs of the ward in a practical and transparent way.


Q3: How will you ensure transparency and accountability as MCA?


A3: I will hold regular ward barazas and public forums, provide open reports on county projects, budgets, and progress, and actively raise ward issues in the County Assembly. I believe residents should be fully informed about decisions and how resources are used.


Q4: Security is a major concern for residents. How do you plan to address this?


A4: I will lobby for proper street lighting, support community policing initiatives in partnership with Nyumba Kumi and local administrators, and oversee county-funded safety projects to ensure they are implemented efficiently.


Q5: Health access remains a challenge in Upper Savanna. What is your plan?


A5: I will advocate for county-supported mobile health clinics and partner with NGOs, faith-based organizations, and sponsors. The focus will be on basic screenings, maternal health, and health education to improve overall community wellbeing.


Q6: How will you support education and bursary programs?


A6: I will strengthen transparent ward bursary committees, ensure needs-based and fair allocation, and publish beneficiary lists and timelines. This will give students and families confidence that support reaches the right people.


Q7: What initiatives will you promote for youth and women empowerment?


A7: For youth, I will facilitate access to funding programs, promote skills development, and support sports, arts, and innovation as income-generating avenues. For women, I will ensure they access empowerment funds, participate in economic opportunities, and are fully represented in committees and public forums.


Q8: How will you improve communication and emergency support in the ward?


A8: I plan to establish an inclusive communication platform to mobilize rapid support during emergencies, share verified information on county programs, and foster unity across all communities.


Q9: Can you tell us about your plans for talent and sports in Upper Savanna?


A9: I will organize an annual talents and sports day in partnership with sponsors and the county sports department. Activities will include football, athletics, chess, modeling, and creative arts. The aim is to identify talent, support development, and encourage youth engagement and inter-community cohesion.


Q10: How will you ensure that your manifesto goals are achieved?


A10: Through continuous public participation forums, active engagement in county budget processes, strategic partnerships with NGOs and the private sector, strong oversight and reporting, and transparent communication with residents. This structured approach will ensure results that the community can see and trust.
