Senior officers at the Directorate of Criminal Investigations (DCI) have committed to delivering measurable results after signing performance contracts for the 2025/2026 financial year, marking a renewed push for accountability within Kenya’s criminal investigations agency.
The contracts were signed on Monday at the DCI Headquarters by heads of directorates, regional commands and specialised formations.
The exercise was presided over by Deputy Director of Criminal Investigations John Onyango, who represented DCI Director Mohamed Amin during the ceremony.
DCI officials said the agreements outline specific targets and responsibilities for each command, forming the basis upon which performance will be monitored and evaluated over the next financial year.
The move is part of broader reforms within the National Police Service aimed at shifting policing institutions towards results-based management.
To support implementation, senior commanders were issued with the DCI Implementation Plan linked to the National Police Service Strategic Plan 2023–2027.
The document provides a roadmap for operational priorities, ensuring that investigative work across the country aligns with national policing objectives.
The performance contracting process was coordinated by the DCI Planning Directorate and is anchored in public service reforms that emphasise clear timelines, measurable outcomes and institutional accountability.
According to the DCI, the framework is designed to strengthen oversight, improve coordination across commands and enhance decision-making.
Regular monitoring and evaluation are expected to track progress and identify gaps in service delivery.
The DCI said institutionalising performance contracting is critical to achieving its mandate, particularly as the agency seeks to improve investigative efficiency and public confidence in law enforcement.
The approach is also expected to support the wider goals of the National Police Service by ensuring that leadership at all levels is directly accountable for results.
