Health CS Duale Rebuts Gachagua, Insists SHA Has No KSh 98 Billion Debt

Health Cabinet Secretary Aden Duale has responded to former Deputy President Rigathi Gachagua, dismissing his recent claims on the country’s healthcare system while raising questions about his leadership record.


In a statement, Duale accused Gachagua of giving misleading information about government programmes, particularly the teachers’ medical cover and the financial position of the Social Health Authority (SHA). 


Teachers’ Medical Cover Dispute

Duale rejected claims that teachers are limited to a daily medical cap of KSh 1,200 under the new scheme, saying the information is incorrect. 


He maintained that the Mwalimu Cover remains among the most comprehensive health insurance packages in the public sector.


According to the CS, teachers have inpatient cover ranging from KSh 1 million to KSh 3 million and outpatient cover of up to KSh 450,000 annually. 


He added that beneficiaries can access services in over 6,000 health facilities nationwide through a digital system.


He said the reforms are focused on improving accountability in the use of public funds.


SHA Debt Claims Rejected

Duale also dismissed claims that SHA is carrying a KSh 98 billion debt. He said the authority is financially stable and currently holds more than KSh 30 billion in surplus funds.


He explained that the funds are set aside to settle verified claims, adding that the system is structured to prevent fraud and inflated billing. 


He pointed to the introduction of a digital claims platform using data analytics to improve efficiency and oversight.


“Facts must anchor our national conversation, not alarmist claims,” he said.


Integrity Questions Raised

Duale also raised concerns about Gachagua’s past, citing what he described as unresolved integrity issues.


He referred to Gachagua’s dismissal from the civil service in 1997 over gross misconduct while serving as a District Officer in Laikipia. 


He also mentioned the 2021 arrest of the former deputy president by the Directorate of Criminal Investigations over alleged money laundering and abuse of office.


In addition, Duale cited family disputes linked to the estate of former Nyeri Governor Nderitu Gachagua, noting that the claims remain contested but require clarity.


He further referenced Gachagua’s impeachment while in office, describing it as a significant moment that raised questions about leadership conduct.


Call for Accountability

Duale said leaders should address questions about their record when engaging in public debate.


“Kenya deserves leaders of integrity, not endless controversy,” he said.
