A report published by The Standard on Tuesday has raised concerns over the active participation of several Cabinet Secretaries in partisan political activities, questioning whether their conduct complies with legal requirements on political neutrality.
The publication pointed to Mining Cabinet Secretary Hassan Joho and Energy CS Opiyo Wandayi, who appeared at Orange Democratic Movement rallies over the weekend.
According to the report, the two were actively engaged in the events, drawing attention due to their roles as senior members of the Executive.
The report also mentioned Treasury CS John Mbadi, stating that he recently hosted a delegation of Luo elders at the National Treasury boardroom, where discussions allegedly touched on ODM affairs.
The newspaper indicated that such engagements have sparked debate over the distinction between official government business and party-related activities.
Citing provisions of the Leadership and Integrity Act, the report noted that public officers are required to maintain political neutrality and avoid actions that could compromise the impartiality of their offices.
It added that while Cabinet Secretaries are political appointees, their conduct remains subject to constitutional and statutory standards governing public service.
The issue emerges at a time when political activity across the country is intensifying, with parties consolidating support and positioning themselves ahead of future electoral contests.
