JSC Names 15 Court of Appeal Nominees as Nelson Havi Singles Out Top Legal Minds

The Judicial Service Commission (JSC) on Thursday unveiled a list of 15 nominees for appointment as judges of the Court of Appeal, marking a significant step in strengthening Kenya’s appellate bench.

The list features a blend of experienced High Court judges, senior advocates, and public service figures. 

Among the nominees are Issack Hassan, chairperson of the Independent Policing Oversight Authority (IPOA), and Katwa Kigen, a senior advocate known for previously representing President William Ruto. 

Their inclusion highlights the diverse backgrounds of professionals now under consideration for one of the country’s most influential courts.

Other nominees from the High Court include Chacha Mwita, Hedwig Imbosa Ong’udi, Mathews Nduma Nderi, Linnet Mumo Ndolo, Lucy Mwihaki Njuguna, Samson Odhiambo Okongo, Rachel Chepkoech Ngetich, Stephen Andersen Radido Okiyo, Munyao Sila, and Byram Ongaya. 

The list is rounded out by Brown Murungi Kairaria, Johnson Okoth Okello, and Paul Lilan.

Senior counsel Nelson Havi, responding to the announcement on X, congratulated all nominees, highlighting several colleagues for special recognition. 

He singled out senior counsels Ahmed Hassan, Paul Lilan, and Katwa Kigen, while giving particular praise to Byram Ongaya, describing him as the first Court of Appeal nominee from Musingu High School and his former “Library Captain.”

The nominations now set the stage for a rigorous vetting process, which involves parliamentary oversight and public scrutiny before formal appointments are made.
