The Ethics and Anti-Corruption Commission (EACC) has arrested and charged Michael Kilonzo Mualuko, a former employee of the Nairobi City Water and Sewerage Company (NCWSC), for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment.
The arrest occurred on October 7, 2025, following investigations by the Commission.
According to the EACC, Mr. Mualuko presented a falsified KCSE certificate purportedly issued by Bishop Ndingi High School when applying for a position at NCWSC.
The Commission's inquiry confirmed that the certificate was forged and had been used fraudulently to obtain employment at the utility company.
The case file was forwarded to the Director of Public Prosecutions (DPP), who approved charges against Mr. Mualuko.
He faces allegations of forgery under Section 345 as read with Section 349 of the Penal Code, uttering a false document contrary to Section 353 as read with Section 349, and presenting a forged certificate contrary to Section 34(a) of the Kenya National Examinations Council Act.
Mr. Mualuko was processed at the Integrity Centre Police Station before being arraigned at Milimani Anti-Corruption Court.
He pleaded not guilty to all charges and was released on a cash bail of Ksh 100,000 or an alternative bond of Ksh 1 million with one surety of similar value. The next court mention is scheduled for October 22, 2025.
In a statement, the EACC emphasized its commitment to promoting integrity and accountability within public service institutions.
The Commission noted that document forgery and academic fraud are serious offenses undermining Kenya’s governance systems.
This case adds to a series of recent incidents involving public servants accused of using forged academic documents to obtain employment.
