Justin Muturi Exposes Empty Promises, Missing Billions in Arror and Kimwarer Dam Scandals



Former Attorney‐General Justin Muturi has made serious allegations about Kenya’s Arror and Kimwarer dam projects, accusing government officials of misleading citizens and misusing billions in public funds.

His statements came during a Kameme TV interview on Monday.

Muturi said claims that work is underway at the Kimwarer dam are false. He dismissed reports of “1 per cent progress,” arguing that what exists is merely “a 20-foot container dumped in a corner,” while nearly KSh 20 billion has already been spent.

As for Arror, Muturi referenced a report concluding that no dam can be built — yet, he said, almost KSh 10 billion had already been paid out.

“This is outright theft,” he said.

He also revealed attempts to involve him in negotiating with Italian contractors: “They’ve even tried to persuade me to travel to Italy and ‘negotiate’ with the contractors. I refused because I will never be used to sanitise theft.”

These claims build on earlier allegations made by Muturi that the government secured a KSh 63 billion loan from the Italian firm CMC di Ravenna for the dams, but that accountability, cost, and quality concerns have marred the projects.

Muturi insists he declined to sign off on the deals, citing serious irregularities.
