Health Cabinet Secretary Aden Duale has presented key updates on Kenya’s health sector during the 2026 Council of Governors (CoG) Retreat held in Kilifi County.
The three-day forum, chaired by CoG Chairperson H.E. Ahmed Abdullahi, brought together governors from all 47 counties under the theme, “Repositioning the Council for Effective Service Delivery in the Current Political Environment.”
During his address, CS Duale outlined progress on the Universal Health Coverage (UHC) agenda, emphasizing developments under the five-year U.S.–Kenya Health Cooperation Framework (2025–2030).
The partnership aims to strengthen Kenya’s health systems through improved disease surveillance, laboratory services, workforce development, supply chains, digital health, and sustainable investments.
These initiatives are key components of the government’s Bottom-Up Economic Transformation Agenda (BETA).
CS Duale highlighted the shift toward multi-year, system-strengthening partnerships that are closely aligned with both national and county priorities.
He underscored the importance of the One Plan, One Budget framework, which promotes coordinated action across government ministries to accelerate equitable and sustainable UHC for all Kenyans.
The session was attended by senior health officials and partners, including Ms. Carla Benini, Acting Deputy Chief of Mission at the U.S. Embassy in Kenya; Dr. Patrick Amoth, Director-General for Health; Dr. Ahmed Omar, Director of Intergovernmental Relations; Dr. Maureen Kamene, Acting CEO of KNPHI; Dr. Andrew Mulwa, Head of NASCOP; CoG CEO Ms. Mary Mwiti; and Mombasa County Governor H.E. Abdulswamad Sheriff, Chair of the Health Committee.
The retreat serves as a platform for county leaders to discuss shared strategic priorities and strengthen collaboration between national and county governments.
CS Duale’s briefing on UHC progress is expected to guide county-level health planning and implementation, ensuring that all Kenyans have access to quality health services in line with national development goals.
This forum reflects the government’s commitment to a whole-of-government approach in delivering sustainable health solutions across the country.
